Amateur's Sharp, Student's Sharp, Scholar's, Master's and Savant's Chisels recipes are purchased from the Novice and Expert Metalsmith NPC, the Amateur's and Student's Chisel from the Rune-keeper Trainer NPCs and the rest are drops.
All Enamel and Inlay recipes are purchased from the Novice and Expert Scholar NPC.
Legendary Rune-keeper's Rune-satchel recipes require kinship reputation with the Tailor's Guild to purchase, and can be made every 3 days for Third Age, and 7 days for Second Age.
